Louisiana State Police arrested a Ruston man last Tuesday for his second DWI offense.
At about 9:00 p.m. on September 12, a state trooper observed a Honda Element weaving from side to side on the South I-20 Service Road. The vehicle was stopped and the driver, Robert C. Swan, 59, allegedly smelled of an alcoholic beverage. Swan refused to undergo field sobriety tests and was arrested.

Swan was taken to the Lincoln Parish Detention Center where he refused to provide a breath sample. A search warrant was issued by a Third District Court judge for Swan’s blood. The blood sample will be submitted for analysis of its blood alcohol content.
Swan was booked at the Lincoln Parish Detention Center for a second offense DWI and improper lane usage. The bail was set at $2,500.
