Grambling State University (GSU) is set to receive more than $20 million in additional state funding following the signing of key appropriations bills by Governor Jeff Landry.

Passed by the Louisiana Legislature earlier this month, this historic investment underscores Grambling State’s enduring legacy of academic excellence and athletic distinction, while sustaining momentum as a driver of opportunity, innovation, and long-term institutional strength.

The funding secured through this legislative session represents targeted investments that build on the stable base funding provided for higher education in the Fiscal Year 2025–2026 budget.

The new funding, secured through multiple legislative acts, includes:

  • House Bill 1 (Act 1): $1.5 million in increased general operating support for FY 2025–2026
  • House Bill 460 (Act 461): (a) $6.7 million for the renovation and expansion of athletic facilities and (b) $200,000 for the overlay of College Avenue Road, further strengthening the bond with the City of Grambling
  • House Bill 2 (Act 2): (a) $2.7 million in Priority 1 and 2 funding toward a new Criminal Justice / Ph.D. in Criminology academic facility (part of an $18.7 million total project) and (b) $9.9 million for critical infrastructure improvements, emergency repairs, and utility system assessments to transform the built environment
  • House Bill 639 (Act 298): An estimated $2 million in projected gaming revenue to support athletic programs

“These appropriations represent more than fiscal support, they reflect trust in Grambling State’s direction and future,” said President Martin Lemelle, Jr. “We are committed to deploying these resources strategically and sustainably, aligning each investment with our institutional priorities. This is not just about improvement, it’s about transformation guided by discipline, purpose, and an unwavering belief in what our university can achieve.”

Dr. Lemelle extended his appreciation to the state’s leadership and Grambling State University supporters.

“We are especially thankful to Senate and House leadership, the institution’s legislative delegation, and our alumni and supporters in the Legislature for consistently advancing our institution’s priorities,” said Dr. Lemelle. “The presence of our alumni during HBCU Day, University of Louisiana System Day, and throughout the session made a lasting impression. We also recognize the contributions of our governmental affairs team, whose work was essential to securing this outcome, and we remain grateful for the coordination with the University of Louisiana System and the Board of Regents.”

“This is a critical moment for GSU Athletics,” said Dr. Trayvean Scott, Vice President for Intercollegiate Athletics. “The planned facility enhancements are essential for supporting our student-athletes and aligning our programs with the university’s broader mission. We are committed to implementing these upgrades in a way that is deliberate and impactful.”

“We thank Governor Landry and the entire Louisiana Legislature for prioritizing higher education and for recognizing the vital role Grambling State University plays in expanding access and opportunity, strengthening Louisiana’s workforce, and preparing the next generation of leaders,” said Dr. Lemelle.
