Wanted man returned from Texas

A local man wanted for improper behavior with a juvenile victim has been apprehended in Texas and returned to Lincoln Parish.

Matt Henderson, spokesman for the Lincoln Parish Sheriff’s Office, told Lincoln Parish Journal that the department learned of the case on June 15. After an investigation by LPSO detectives, warrants were obtained on June 27 for Joseph Carson Howard, 22, of Quitman.

Howard was apprehended in Smith County, Texas, about July 9 and LPSO deputies picked him up Thursday and transported him to the Lincoln Parish Detention Center. He was booked for felony carnal knowledge of a juvenile, contributing to the delinquency of juveniles and a prior bench warrant for failing to appear in court.

Louisiana law states felony carnal knowledge occurs when “a person who is 17 years of age or older has sexual intercourse, with consent, with a person who is 13 years of age or older but less than 17, when the victim is not the spouse of the offender and when the difference between the age of the victim and the age of the offender is four years or greater.”

Because the case involves a juvenile victim, no other details are available at this time.

Howard’s bail was set at $110,000.
