Ruston man shot following traffic stop

A motorist who bailed out of his moving car when a Union Parish deputy attempted to stop him was later apprehended suffering from a gunshot wound from an unknown source.A Union Parish Sheriff’s deputy attempted to stop a 1999 Mercury Marquis on LA Highway 33 at Rosewood in Farmerville Saturday for a traffic violation. As the vehicle pulled into a business, the driver exited the vehicle while it was still moving, causing the vehicle to strike the building. The driver fled the scene, running behind the business.As the deputy approached the vehicle, he found a man, later identified as Jarvell Williams, 35, from Spearsville, LA, in the passenger’s seat of the vehicle. While the deputy secured Williams, a gunshot was heard coming from the direction the driver had fled.The deputy took Williams in custody with the assistance of another UPSO deputy who had just arrived on the scene.As Williams was arrested, the driver, Donnie Heard, 35, of Ruston, walked out from behind a nearby business. Heard’s face was injured from an apparent gunshot wound. Deputies immediately began to administer first aid and an ambulance was called. Heard was transported to Union General Hospital for treatment and later airlifted to LSU Shreveport.The Northeast Louisiana Sheriff’s Task Force was contacted to conduct the investigation due to Heard receiving a gunshot wound. Initial investigation determined that no UPSO deputy fired a weapon.Investigators executed a search warrant on the 1999 Mercury Marquis and located approximately four grams of suspected “crack” cocaine and approximately 2.8 grams of suspected methamphetamine.Jarvell Williams was booked into the Union Parish Detention Center and charged with Possession of Schedule I (Ecstasy), Possession of Schedule II (Crack Cocaine), Fugitive from Justice, Introduction of Contraband into a Penal Institution. Bail was set at $21,000.Charges are pending against Heard upon his release from the hospital.

The investigation by the Northeast Louisiana Sheriff’s Task Force, a unit composed of investigators from several parishes, is ongoing to determine how Heard was shot.
