Impaired woman arrested after call

Ruston Police arrested an Arkansas woman last week after she allegedly exhibited bizarre behavior at a local restaurant and service station.

Officers responded last Monday to a report that a woman in the Farmerville Highway Waffle House parking lot appeared to be under the influence of narcotics. Restaurant employees said the woman had crossed the highway to the Spirit Mart service station.

Officers found Christy Noel Celino, 45, of North Little Rock AR, in the station parking lot, allegedly yelling at invisible people and trying to fight her purse.

Celino allegedly told officers she had a chip planted implanted in her foot and the Little Rock Police Department was watching and listening to her.

Ruston Ambulance Service responded to the scene and cleared her for arrest. She was arrested for disturbing the peace by appearing intoxicated in public.

A search of Celino’s purse revealed suspected methamphetamine. She was booked at the Lincoln Parish Detention Center for disturbing the peace and possession of methamphetamine. Bail was set at $21,000.
