Suspicious man booked on drug, traffic charges

A West Monroe man was arrested last week when a Lincoln Parish deputy saw him acting suspiciously and learned he was wanted on an outstanding warrant.

Jesse W. Culpepper, 51, was arrested on drug and traffic charges in addition to a warrant. from Winn Parish at about 10:30 p.m. on July 9.

A Lincoln Parish deputy saw a truck parked at a trash dumpster site on Rough Edge Road. The vehicle’s lights were off, and it did not display a license plate. The deputy found Carpenter walking around the truck.

Culpepper was told his behavior was suspicious and he said he was airing up a tire. A records check revealed Carpenter had a suspended driver’s license and an active warrant from Winn Parish. His vehicle did not have a valid registration.


During the search of the truck, plastic baggies containing suspected methamphetamine, a glass smoking pipe, and methylphenidate hydrochloride were found on the driver’s seat and center console. Culpepper said the vehicle was not his and nothing in the vehicle was his.

Culpepper was booked for possession of methamphetamine, possession of methylphenidate hydrochloride, possession of drug paraphernalia, driving under suspension, no vehicle registration, no license plate, and the Winn Parish warrant.
