
Two Lincoln Parish residents have been charged in connection with dogs running loose, including one instance of an attack on a woman last week.
On April 4, a woman told the Lincoln Parish Sheriff’s Office she was walking down a driveway of a residence on La. Highway 820 when she was attacked by two dogs that live at a neighbor’s house. The woman says she was bitten one time on each leg. The woman described the two dogs as a pit bull and a white boxer-type dog.
The deputy observed fresh blood coming from the victim’s right leg. The woman went to the hospital by personal vehicle for medical treatment. The victim’s injuries were photographed at the hospital where she said she feared for her life during the attack.
The sheriff’s office was advised of previous issues with the dogs. Jessica Mobley and Jessica Kennedy were charged in 2023 with vicious dogs in violation of a Lincoln Parish ordinance, according to a deputy’s report. Jessica L. Mobley, 31, of Highway 820 in Choudrant, was arrested later on April 4 on a warrant charging her with dogs running at large.
Jessica Kennedy was not located until April 5. Deputies went back to the La. 820 residence with warrants charging Kennedy with theft and contributing to the delinquency of a minor in Bossier Parish. When deputies pulled into the yard, Kennedy was seen in the doorway of the residence, but she quickly went inside.
Over the course of the next 30 minutes, deputies continuously called out for Kennedy to exit the residence. They could hear noise inside but could not get a response. A search warrant was obtained to enter the home and arrest Kennedy. Just prior to execution of the search warrant, about 55 minutes after officers first arrived at the residence, Kennedy came outside and was taken into custody.
When asked why she didn’t come out, Kennedy said she had just been awakened by the deputy’s commands. She was confronted with her false statement based on the deputy seeing her in the doorway.
A drug detection K9 conducted an open air sniff around Kennedy’s vehicle. The K9 alerted to the odor of narcotics. A search of the vehicle was conducted with a bag containing a small amount of marijuana, a bag of suspected methamphetamine, and drug paraphernalia were recovered. When asked if she had any narcotics inside the residence, Kennedy said she had marijuana in her bedroom and gave the location.
Lincoln Parish Animal Control responded to the scene to take possession of the dogs. Kennedy said only one of the animals was in the house and it was recovered in the living room. Deputies found two smoking pipes containing marijuana and a digital scale covered in suspected methamphetamine residue in the living area. The second dog was found in the bedroom and seized by animal control.
Kennedy was booked for negligent injuring, resisting an officer, possession of methamphetamine, possession of marijuana, possession of drug paraphernalia, second offense keeping vicious dogs and the Bossier Parish warrants for theft and contributing to the delinquency of juveniles.
Bail on the Bossier Parish charges was set at $250,000. Bail on the Lincoln Parish charges was not available at publication time.
