Tracking device leads to arrest of Downsville man

A tracking device placed during an alleged stalking incident proved far more effective for investigators than the suspect, ultimately leading deputies to identify and arrest a Downsville man.
 
On Tuesday, February 3, 2026, UPSO deputies received a report of ongoing unwanted contact and surveillance by a former dating partner. During the investigation, deputies identified the suspect as Holden Ray Hill, 36, of Downsville. The investigation revealed Hill followed the individual at multiple locations in Union Parish and recorded the individual without consent.


Further investigation revealed a tracking device had been placed on the individual’s vehicle. Deputies located the device, which was concealed in painter’s tape, and confirmed it was linked to the suspect. Deputies located Hill and he was taken into custody without incident.
 
Hill was booked into the Union Parish Detention Center and charged with Stalking and Tracking Devices Prohibited, which is a felony. His bond will be set at a hearing in Third Judicial District court.
