A traffic stop on U.S. 80 in Grambling early Sunday morning ended with a driver jailed on a second-offense DWI charge after he refused field sobriety and breath testing, according to the affidavit.
Laquan Simpkins, 30, of Farmerville, was arrested July 26 by the Louisiana State Police.
A trooper was called to the scene after the Grambling Police Department reported a possible impaired driver. Grambling officers had detained the driver, later identified as Simpkins, before the trooper arrived.
The trooper reported observing bloodshot eyes, incoherent speech and a strong odor of an alcoholic beverage on Simpkins’ breath. After being advised of his Miranda rights, Simpkins was asked how much he had to drink and said “a beer.” He initially refused a standardized field sobriety test and became agitated. Then he agreed to the test after a second request.
After performing poorly on the sobriety test, Simpkins was handcuffed, searched and transported to the Lincoln Parish Detention Center. There, he was brought to an Intoxilyzer 9000 and read his rights related to chemical testing, which he refused. Following a 15-minute observation period, he refused to provide a breath sample. He was released to detention center staff without incident and booked.
A criminal history check showed a prior DWI in 2025.
Simpkins was booked on one count of DWI, second offense. Bond was set at $2,500.
