UPDATED (8:50 p.m.): Lincoln Parish school employee arrested on multiple sexual assault charges with 3 victims

A Lincoln Parish teacher and coach is in custody as part on a continuing investigation by Ruston Police in cooperation with other law enforcement agencies.

Frasier Cole Hogan, 32, of Ruston, was booked Wednesday afternoon into the Lincoln Parish Detention Center for second degree rape.

Hogan is a strength and conditioning coach at Ruston High School, but was placed on leave after his arrest.

Ruston Police spokesperson Lt. Kayla Loyd said in July, a woman reported a 2020 sexual assault that occurred when she was fourteen years old. Investigators determined the incident took place outside Lincoln Parish and referred it to the Bossier Parish Sheriff’s Office.

During a background review of Hogan in that case, investigators discovered a prior report from a different woman describing a sexual assault where Hogan was named as the suspect, Loyd said.

Earlier this month, the Lincoln Parish Sheriff’s Office took a report regarding a 2025 alleged rape. When the Sheriff’s Office learned the alleged rape occurred inside Ruston, it was transferred to Ruston Police. In that incident, the victim alleged that Hogan contacted her via social media, having known her from his position at Ruston High School. According to the victim’s report, Hogan lured her to his home while she was intoxicated, using force and threats to prevent her from leaving.

That incident did not involve a minor, Loyd said.

Loyd is seeking any information that might lead to other victims or information on these cases.

In a statement, Lincoln Parish Schools emphasized the arrest is related to “off-campus conduct.”

The full statement reads, “Lincoln Parish Schools has been made aware that a member of its teaching staff at Ruston High School has been arrested in connection with charges involving alleged off-campus conduct. The employee in question is on administrative leave pending our review of the situation and will have no access to campus.

“Because this matter involves both an ongoing criminal proceeding and a personnel issue, the school district is limited in the information it can provide. The school district will continue to cooperate with law enforcement, as appropriate.

“Lincoln Parish Schools is committed to maintaining a safe and secure environment for every student entrusted to its care.”

Lt. Loyd also said Hogan is being held for Bossier Parish regarding the reported 2020 assault on the 14-year-old.

Hogan’s bail on the Ruston charge is set at $350,000. He is also being held for the Bossier Parish Sheriff’s Office on warrants charging him with two counts of carnal knowledge of a juvenile and one count of computer-aided solicitation of a minor.

Loyd thanked the Lincoln Parish and Bossier Parish Sheriff’s Offices for their work on the cases.

In Louisiana, according to the state’s criminal code, second degree rape occurs when the rape occurs under one of the following conditions:

(1) When the victim is prevented from resisting the act by force or threats of physical violence under circumstances where the victim reasonably believes such resistance would not prevent the rape.

(2) When the victim is incapable of resisting or of understanding the nature of the act by reason of stupor or abnormal condition of the mind produced by a narcotic or anesthetic agent or other controlled substance administered by the offender without the knowledge of the victim.

(3) When the offender acts without the consent of the victim, the victim is 13 or older but less than 17, and the difference between the age of the victim and the age of the offender is three years or greater. Lack of knowledge of the victim’s age is not a defense.

This information has been provided by a law enforcement agency as public information. Persons named or shown in photographs or video as suspects in a criminal investigation, or arrested and charged with a crime, have not been convicted of any criminal offense and are presumed innocent until proven guilty in a court of law.
