A Homer man was arrested last week after an investigation into a tip that he allegedly possessed child sexual abuse material.
According to the Louisiana Bureau of Investigation. James Brannon Allen, 20, of Homer, was arrested on September 9 in Ouachita Parish and charged with 28 counts of possession of child sexual abuse material and sexual abuse of animals.
LBI said it received reports that a cell phone user allegedly possessed child sexual abuse material. During the investigation by LBI agents assisted by the Lincoln Parish Sheriff’s Office, the alleged material was reviewed and found to contain footage of minor victims under the age of 13 engaged in sexual acts.
Lincoln Parish investigators participate in LBI’s Internet Crimes Against Children Task Force and assist in cases in the region.
University of Louisiana-Monroe Police assisted with the arrest as Allen was a student on campus at the time.
As the investigation progressed, authorities discovered Allen was also allegedly involved in crimes involving sexual battery, voyeurism, and the production of child sexual abuse material in Claiborne Parish, LBI said.
After his arrest in Ouachita Parish, an additional arrest warrant was obtained in Claiborne Parish charging Allen with two counts of sexual battery, 87 counts of video voyeurism, and 23 counts of production of child sexual abuse material.
Allen is being held at the Ouachita Parish Correctional Center. Bail on the Ouachita Parish charges was set at $58,000.
The investigation remains ongoing, authorities said.
