
A traffic stop on U.S. Highway 167 for a driver not wearing a seat belt ended with a Winnsboro man facing a second-offense DWI charge late Friday, according to an arrest affidavit.
Ethan Cole Boone, 23, was arrested by Louisiana State Police at 11:10 p.m. Sept. 25 at Vienna Street and Interstate 20.
A trooper saw a dark-colored truck on U.S. 167 with a driver who was not wearing a seat belt and made a traffic stop. While speaking with Boone, the trooper noticed the truck’s wide tires stuck out past the fenders with no adequate cover or mudflaps.

The trooper smelled alcohol on Boone’s breath and person. Boone said he had drunk three beers. He performed poorly to field sobriety tests.
Boone was arrested and taken to the Lincoln Parish Detention Center. There he was read his rights related to chemical testing and signed the form. After a 15-minute observation period, he gave a breath sample that registered 0.128 grams percent.
A criminal records check showed Boone was arrested for first-offense DWI in Winn Parish in 2022.
Boone was booked on charges of second-offense DWI, no seat belt and no mudflaps. Bond was set at $2,500 on the DWI charge. On the two traffic counts, he was released on his own recognizance.
