A former Ruston teacher and coach being held on local sex offenses was arrested again Tuesday this time by the Bossier Parish Sheriff’s Office on felony charges tied to an alleged sexual encounter with a 14-year-old.
Frasier Hogan, 32, of Ruston, was charged by BPSO with two counts of felony carnal knowledge of a juvenile and one count of computer-aided solicitation of a minor. His bail was set at $450,000.
During investigations by the Lincoln Parish Sheriff’s Office and Ruston Police Department, detectives learned of the Bossier Parish cases and notified BPSO.
Ruston Police spokesperson Lt. Kayla Loyd said in July, a woman reported a 2020 sexual assault that occurred in Bossier Parish when she was fourteen years old.
In the course of RPD’s investigation, investigators discovered a prior report from a different woman describing a sexual assault where Hogan was named as the suspect, Loyd said.
The Lincoln Parish Sheriff’s Office took a report regarding a 2025 alleged rape. When the Sheriff’s Office learned the alleged rape occurred inside Ruston, it was transferred to Ruston Police. In that incident, the victim alleged that Hogan contacted her via social media, having known her from his position at Ruston High School. According to the victim’s report, Hogan lured her to his home while she was intoxicated, using force and threats to prevent her from leaving.
BPSO investigators said the 14-year-old victim met Hogan through social media and said he was a coach at Ruston High School. Hogan allegedly traveled to Bossier Parish to meet the juvenile, where they had intercourse.
Hogan was arrested in August by Ruston Police on a second degree rape charge. He has been in custody since that arrest.
At the time of the initial investigation, authorities said they believed there could be additional victims. The Lincoln Parish School Board initially placed Hogan on administrative leave but his employment has since been terminated.
Bossier Parish detectives said evidence gathered in their investigation supported the minor victim’s statements.
Hogan was booked by BPSO Oct. 6 on two counts of felony carnal knowledge of a juvenile and one count of computer-aided solicitation of a minor. His bond was set at $450,000. His bail on the Ruston charges is set at $350,000.
The Bossier Parish investigation is ongoing, and additional charges are possible. Hogan is being housed at the Claiborne Parish Detention Center, with a detainer placed for the Bossier Parish charges.
