Parish School Board millage renewal, changes to the policy manual

The Lincoln Parish School Board convened on Tuesday, November 2, 2021 at 6:00 p.m. for its monthly meeting.

The first order of new business was a call for the special election of the Ruston School District and Parish School District millage renewals. The board unanimously voted yes, with the vote for the millage renewal being scheduled to take place March 26, 2022.

“We want to emphasize renewal, not a new tax,” School Board President Joe Mitcham said.

The board’s bond attorney, Grant Schlueter, explained that the Parish School District millage renewal is 10 mils for 10 years, and the Ruston School District millage renewal is 2.53 mils for 10 years.

The Parish millage renewal will go toward items such as healthcare, supplies, purchases of school buses, etc., while the Ruston millage renewal will primarily go toward utilities.

The board also unanimously approved two revisions and one addition to the Policy Manual.

The first revision (DFL – Cash Management and Investments) “allows the investment policy of the School Board to be shared with any brokers or banks who conduct investment transactions for the School Board. It also establishes the guidelines and requirements for the investment of Board funds.”

The second revision (EGA – Employee Insurance) “requires employees to pay their insurance premiums one month in advance for coverage in effect prior to January 1, 2022, and in the month of coverage for each month thereafter. It also provides a Medicare Advantage Plan as another insurance option for retirees.”

A new policy (DEC – Municipal Advisor) “sets forth requirements for the Board to engage a Municipal Advisor for financial advisory services in regards to debt financing activities.”
