
Two arrested after vehicle stop
A Bernice motorist and his passenger were arrested near Grambling early Tuesday morning after being stopped by the Lincoln Parish Sheriff’s Office.
Kevin Dwayne Gilbert, 47, of Bernice, and Shquantal C. Phillips, 31, of Homer, were charged with drug violations. Gilbert was also booked on traffic charges and outstanding warrants.
A deputy stopped a Chevrolet Impala driven by Gilbert on Heard Road about 3:00 a.m. on January 13. Gilbert was told his window tint was excessively dark and light on his rear license plate were inoperable.
Gilbert said his driver’s license was suspended and a records check indicated the vehicle was not insured. The Impala had no inspection sticker, and the window tint measured at 19% light transmission, far below minimum standards in Louisiana law.
During a search of the car, a suspected methamphetamine smoking pipe was found where Phillips had been sitting. Phillips admitted it was hers and that she had another meth pipe hidden inside her clothes.
A small amount of marijuana and a bottle of promethazine, a Schedule V controlled substance, were also located in the car.
A check for warrants located three outstanding arrest warrants for Gilbert on unspecified charges at the Claiborne Parish Sheriff’s Office.
Phillips was booked at the Lincoln Parish Detention Center for possession of marijuana, possession of promethazine, and possession of drug paraphernalia.
Gilbert was booked for possession of promethazine, the Claiborne Parish warrants, no liability insurance, no inspection sticker, illegal window tint, driving under suspension, and improper display of license plate.
Bail for Phillips and Gilbert was set at $10,000 each, excluding the Claiborne Parish warrants.
